GENERAL OVERVIEW

The Riyadh Dynamic Eagles Club was founded on February 24, 2023, with a clear mission-to provide scholarships for underprivileged college students in the Philippines. However, due to limited membership, this goal remained unrealized.

Five (5) months after Riyadh Dynamic Eagles Club was chartered, the National Office of The Fraternal Order of Eagles – Philippine Eagles Inc., through Past National President and Chairman of Overseas Affairs, Kuya Eagle Sainoden A. Balindong, challenged the club to establish a new region in the Middle East. Following a three-month feasibility study, the club accepted this challenge, driven by the club’s steadfast commitment to expanding educational opportunities.

On March 8, 2024, the Central Dynamic Region – Kingdom of Saudi Arabia was officially established, uniting seven affiliated Eagles clubs with 167 dedicated members. Through our members’ collective efforts and monthly contributions, the CDR-KSA’s vision has transformed into action of providing full scholarship grants and financial assistance to deserving college students, equipping them with the education and opportunities needed for a brighter future.

Financial Assistance

To provide financial assistance to deserving students from underprivileged or low-income families, as well as marginalized groups, in order to alleviate their financial burden related to tuition fees, books, and other educational expenses.

Guidance

To provide necessary guidance and monitor and to the scholar’s performance to enable them to maintain their scholarship grants and/or financial assistance.

Efficient and Effective Implementation

To maintain the efficient and effective implementation of the scholarship program, geared towards the attainment of our program’s vision, mission and objectives.

Continuity

To implement a functional and continuing scholarship program where guidelines are strictly observed.

Article I. CDR-KSA SCHOLARSHIP PROGRAM COMMITTEE

Section 1. General Committee

Section 3. CDR-KSA Scholarship Program Committee duties and responsibilities                                                

a. Regional Governor     a. Shall supervise the overall administration and implementation of the CDR-KSA Scholarship Program.
b. Screening and Selection Committee      1. Shall set specific standards of eligibility criteria to identify qualified applicants to be recommended as         
       scholarship recipients.      2. Shall be authorized to scrutinize the application and recommend eligible applicant names for the grant of           scholarship and/or any other financial support.      3. Shall make a recommendation for the selected scholarship recipients to the Final Approval Body ensuring
       that such recommendations are consistent with these Scholarship Program Guidelines and Procedures.     4. Shall submit a recommendation for the scholarship grant and/or financial assistance to be awarded to each
       selected scholarship recipients for the pre-approval of the Scholarship Fund Committee.
c. Scholarship Fund Committee      1. Shall pre-approve all scholarship grants and/or financial assistance to be awarded to the selected                              scholarship  recipient submitted by the Screening and Selection Committee.      2. Shall recommend and seek approval from the Final Approval Body for all scholarship grants and/or
         financial assistance to be disbursed from CDR-KSA Scholarship Program Funds.      3. Shall be authorized to transfer the scholarship grants and/or financial assistance to the scholarship
         recipients’ Bank Account as approved by the Final Approval Body.      4. Shall furnish a copy of transfer recipient to the documentation committee for future reference.      5. Shall report the financial status of the CDR-KSA Scholarship Program Funds to the CDR-KSA Scholarship
           Program General Committee.
d. Documentation Committee:      1. Shall collect and record details of the various activities of the CDR-KSA Scholarship Program and prepared
        a detailed report of the activities, ensuring all significant details are preserved for future reference.      2. Shall responsible for recordkeeping.
e. Communication Committee:      1. Shall responsible for posting events related to CDR-KSA Scholarship Program activities in coordination with
         the Documentation Committee      2. Shall promote the CDR-KSA Scholarship Program through social media, educational institution, online
         platforms and community groups highlighting the benefits and eligibility criteria of the scholarship.      3. Shall notify all scholarship applicants regarding screening and selection result, informing the non-grantees
         the reason of disqualification on the scholarship program.
f. Final Approval Body     1. Shall approve the selection criteria employed to identify scholarship recipients.     2. Shall have final authority to approve all scholarship recipients, scholarship grants and/or financial assistance
        to be awarded to the selected scholarship recipients.     3. Shall approve budget to be disbursed from CDR-KSA Scholarship Program Funds

Article II. ELIGIBILITY CRITERIA

Section 1. Full Scholarship Grant Recipient

a.  Natural-born Filipino citizen. b . Belongs to the underprivileged or low-income families or marginalized group c.  Incoming 1st Year College Student d.  Willing to study at the State University & Colleges (SUC) and take Bachelor’s Degree except medical courses e.  High school Grade Point Average (GPA) of at least 80% or its equivalent f.   No OFW with in the immediate family (parents & siblings) g. No other scholarship subsidy from the government or other scholarship granting institution h. No relative or beneficial party to CDR-KSA Scholarship Program Committee member, or The Fraternal Order
     of Eagles-Philippine Eagles, INC. (TFOE-PE, INC) members will be eligible for a scholarship award. i.   With good moral character

Article III. APPLICATION REQUIREMENT

Section 1. Applicants for Full Scholarship Grant (Incoming 1st Year College Student)

a. Duly accomplished application form (CDR-KSA SP-Form 1) accompanied by a personal letter of application. b. Birth Certificate c. Certified grade report from the previous School Year     (i.e. Form 137 or Form 138 or Report Card, or Certificate of Grades from the School) d. Photocopy of recent ITR of parents or BIR certificate of tax exemption or certificate of indigency. e. Certificate of good moral character from the previous school. f. Barangay Clearance from the applicant’s home barangay.

Section 2. Applicants for Financial Assistance (2nd year or 3rd year or 4th Year College Student)

a. Duly accomplished application form (CDR-KSA SP-Form 1) accompanied by a personal letter of application. b. Birth Certificate c. Certificate of Grades from the School with a Grade Point Average (GPA) of at least 80% or its equivalent, for
    applicants whose grades for the current School Year are not yet available at the time of application, grades
     from the last school year may be submitted. d. Photocopy of recent ITR of parents or BIR certificate of tax exemption or certificate of indigency. e. Certificate of good moral character from the college or university’s Office of Student Affairs. f.  Commendation from the College Dean. g. Barangay Clearance from the applicant’s home barangay.

Article IV. SOLICITATION OF APPLICANTS

1. Applicants shall be solicited through Social Media, CDR-KSA Facebook Page 2. Recommendation of the CDR-KSA members and friends of Eagles 3. Application through CDR-KSA website.

Article V. SCHOLARSCHIP APPLICATION PROCEDURE 

1. Applicants must submit a duly accomplished scholarship application form and requirements (please refer to
   article III. Application Requirements) on the set deadline to CDR-KSA through:           a. CDR-KSA email: CentralDynamicRegionKSA@outlook.com           b. or visit CDR-KSA website: CentralDynamicregionksa.com           c. or CDR-Official Facebook Page: CentralDynamic Region-ksa 2. Applicants shall be notified of the schedule for the pre-qualification interview. 3. Scholarship applications received after the due date shall not be considered for the scholarship program
     selection process.

Article VI. SCREENING AND SELECTION PROCEDURE

1.    Screening and Selection Scholarship Committee shall provide all information of the qualified applicants
      collected (please refer to article IV. Solicitation of Application) and will review all information independently. 2.   All scholarship applications received shall be scrutinized based on defined criteria in the CDR-KSA
      Scholarship Program Guidelines and Procedure. 3.   The lack of conflict of interest shall be the primary goal of the Screening and Selection Committee.
      Additionally, the Screening and Selection Committee will not consider race, creed, age, gender or any other
      factor except on the stated eligibility criteria (please refer to article II. Eligibility Criteria) 4.   No relative or beneficial party to CDR-KSA Scholarship Program Committee member, or The Fraternal Order
      of Eagles-Philippine Eagles, INC. (TFOE-PE, INC) members will be eligible for a scholarship award. 5.   Any member of the CDR-KSA Screening and Selection Committee must disclose any conflict of interest to a
      specific applicant and recuse themselves from the vote for any such specific scholarship grants. 6.  To maximize financial assistance to as many students as possible, awarding of a scholarship will be limited to
      one family member only. 7.   Applicants shall be categorized based on the nature of scholarship grant (full scholarship and/or financial
      support) 8.   Pre-qualified applicants will be scheduled to take the scholarship interview to be administered by the
      Screening and Selection Committee. (please refer to Interview Questionnaire-CDR-KSA SP-Form 2 and
      Interview Evaluation-CDR-KSA Form 3) 9.   he finalization of qualified applicants is at the sole discretion of the Screening and Selection Committee
      members, who take unbiased decisions. 10.  Qualified applicants will take the final interview to be administered by the Scholarship Program Committee
       to determine who are most deserving to be awarded the scholarship grant. (please refer to Interview
       Questionnaire-CDR-KSA SP-Form 2 and Interview Evaluation-CDR-KSA Form 3) 11.    The Screening and Selection Committee shall finalize the qualified applicants and will make
       recommendations for the final approval of the Final Approval Body. 12.   The Screening and Selection Committee shall make a recommendation for the scholarship grants and/or
       financial assistance to the selected qualified scholarship recipient for the pre-approval of the Scholarship
       Fund Committee. 13.  The CDR-KSA Scholarship Program Final Approval Body will review of the qualifications of the applicant and
       the appropriateness of the applicant to the goals of the scholarship for final approval. 14.  The final list of the scholarship recipients and the corresponding financial support to be awarded to each
       qualified recipient shall be approved by the Final Approval Body. 15.   Successful applicants are required to sign the Scholarship Agreement (CDR-KSA SP-Form 4) indicating
      their acceptance of the conditions of the scholarship.

Article VII. NOTIFICATION OF SCHOLARSHIP RECIPIENTS

1.   Scholarship recipients shall be notified by the Communication Committee after CDR-KSA Final Approval
     Body has given final approval of the scholarship grants. 2.  Communication Committee shall provide each scholarship recipient with a letter notifying him/her of the
     grant and specifying that all amounts must be used exclusively for tuition fee, books, supplies, transportation
     and equipment required for courses at such institutions. 3.  The letter shall inform the student that no funds may be disbursed until CDR-KSA Scholarship Program
     Committee receives confirmation that the student is enrolled in the educational institution, at which time
     the funds shall be disbursed to the school for the student’s benefit of the recipient with full scholarship grant. 4.  The letter shall also describe the reporting requirements set out and, shall specify the date by which the
      recipient must comply with the reporting requirements each semester. 5.   The recipient shall be required to sign and return a copy of the Scholarship Agreement
      (CDR-KSA SP-Form 2) indicating their acceptance of the conditions of the scholarship.

Article VIII. RATE AND DURATION OF THE SCHOLARSHIP GRANTS

Section 1. Full Scholarship grant for the deserving Incoming 1st Year Student

a.    The rate of the scholarship grants to be given depends on the tuition fees set by the attending
       school/institution of the recipient. b.    Financial assistance maximum of 6,000 pesos is allotted for the monthly allowance of the recipients.
       However, monthly allowance to be disbursed to the recipient shall depend on the approved submitted
       monthly expected expenses which include transportation, books, school supplies, food (1 meal), school
       projects and other academic-related expenses. c.    The monthly allowance shall be paid for five (5) months in a semester, including summer classes if required. d.   Scholarship renewal shall be done by semester bases, complying all the requirements set by the CDR-KSA
      Scholarship Program. e.   In the event the student transfers to the private school during the semester, the scholarship grant will be
      automatically forfeited.

Section 2. Financial Assistance for the deserving 2nd year or 3rd year or 4th year student

       However, monthly allowance to be disbursed to the recipient shall depend on the approved submitted

Article IX. FUNDING FOR SCHOLARSHIP GRANTS AND/OR FINANCIAL ASSISTANCE

1.    Scholarship grants and/or financial assistance shall be taken only from funds designated as CDR-KSA
      Scholarship Program Funds administered in accordance with these guidelines and procedures. 2.   Scholarship Funds shall be provided by the Central Dynamic Region-KSA through the following:              a. CDR-KSA member’s monthly dues              b. Fund Raising Programs              c. Sponsors/Donors/Benefactors              d. Sponsorship through Apps percentage based (Tinbo until June 2025)  

Article X. AWARDING OF THE SCHOLARSHIP GRANTS AND/OR FINANCIAL ASSISTANCE

Section 1. Full Scholarship grant for the deserving Incoming 1st Year Student

a.    The CDR-KSA Scholarship Committee shall disburse the payment of the tuition fee directly to the attending
        institution/school Sof the recipient. b.    The approved financial assistance for the monthly allowance of the recipient shall be deposited by the
        CDR-KSA Scholarship Fund Committee to the recipient’s Bank Account. c.    The awarding of scholarship grant and/or financial assistance shall start from the month the admission is
        obtained regardless of the date. d.    The monthly allowance shall be paid for five (5) months in a semester, including summer classes if required.  

Section 2. Financial Assistance for the deserving 2nd year or 3rd year or 4th year student

a.    The approved financial assistance of the recipient shall be deposited by the CDR-KSA Scholarship Fund
       Committee to the recipient’s Bank Account. b.    The awarding of scholarship grant and/or financial assistance shall start from the month the admission is
       obtained regardless of the date. c.    The monthly allowance shall be paid for five (5) months in a semester, including summer classes if required.

Article XI. RENEWAL OF SCHOLARSHIP GRANT AND/OR FINANCIAL ASSISTANCE

1.    Application for the renewal of scholarship shall be on semester basis. 2.   Applicants shall submit a duly accomplished scholarship application form and a certified report of grades
      from the previous semester. 3.   If a student is considered ineligible on specific grounds, the award may be given to other deserving
      candidates as per guidelines and procedures of the CDR-KSA Scholarship Program.

Article XII. DISQUALIFICATION/NON-RENEWAL/TERMINATION OF THE SCHOLARSHIP GRANT AND/OR FINANCIAL ASSISTANCE

1.     In the event the student transfers to private school during the semester, the scholarship grant will be
       automatically forfeited. 2.    If a scholarship recipient fails to submit a certified grade reports of the concluded semester covered by the
       scholarship grant and/or financial assistance and other related requirements requested by the CDR-KSA
       Scholarship Committee after a reasonable time has elapsed from their due date. 3.    Scholarship recipient with failed grades in any of his/her enrolled subject shall be automatically removed
       from the roster of scholars of the CDR-KSA Scholarship Program. 4.    If a scholar discontinues the studies for reasons other than those beyond his/her control, such as serious
       illness (means that a scholar is incapacitated by illness or disease to report back to school), the scholarship
       grant and/or financial assistance shall be discontinued. 5.    Misbehaviors shall be ground for disqualification. 6.    Scholarship recipient who become pregnant or impregnated shall be automatically revoked from the roster
       of scholars of the CDR-KSA Scholarship Program. 7.    Submission of fraudulent document/s.  

Article XIII. SUPERVISION OVER SCHOLARSHIP GRANTS AND/OR FINANCIAL ASSISTANCE

1.    The CDR-KSA Commission on Education shall monitor the academic performance of the scholarship
       recipients. 2.   The CDR-KSA Commission on Education shall require each scholarship recipient to submit the certified
       grade report of the concluded semester covered by the scholarship grant and/or financial assistance. 3.   The CDR-KSA Commission on Education shall maintain regular communication to the scholarship
       recipients; use online platforms for the recipients for updates and reminders; assign mentors or
       coordinators for guidance if necessary. 4.   The CDR-KSA Scholarship Fund Committee shall ensure proper disbursement of funds. 5.   The CDR-KSA Regional Governor shall supervise the overall administration implementation of the CDR-KSA
      Scholarship Program.

Article XIV. RECORDKEEPING

1.    CDR-KSA Scholarship Program Documentation Committee shall keep records, which shall include:                 a. All information that CDR-KSA Scholarship Program Committee secures to evaluate the qualification
                    of potential scholarship recipients;                 b. The name, address and other contact or identifying information for each scholarship recipient;                 c. Any information on relationships that would cause the scholarship recipient to be a disqualified                 d. Application Forms of the applicants and Scholarship Agreement Forms of the qualified scholarship
                    recipients.                 e. A copy of the letter notifying the grantees of the scholarship grant/or financial assistance.                 f. A copy of the letter notifying the non-grantees                 g. A copy of disbursement receipt; and                 h. Other related documents 2.    Access of all records pertaining to the CDR-KSA Scholarship Program shall be limited only to the CDR-KSA
       Regional Governor, Commission on Education and CDR-KSA Scholarship Program Documentation
       Committee. 3.    Any CDR-KSA members requesting access for legal purposes to the CDR-KSA Scholarship Program shall
       take approval from the CDR-KSA Scholarship Program Final Approval Body.  

Article XV. CONTINUITY OF THE CDR-KSA SCHOLARSHIP PROGRAM

To maintain the efficient and effective implementation, sustainability and continuity of the scholarship program geared towards our The Fraternal Order of Eagles- Philippine Eagles, INC. Constitution, the CDR-KSA Scholarship Program Committee shall: 1.    Ensure that the implementation of the CDR-KSA Scholarship Guidelines and Procedures shall be strictly
      observed. 2.   Secure sustainable funding sources through establishing and maintaining public relations and linkages
      with external agencies whether with government agencies or private corporation and individual
      philanthropist aimed at obtaining scholarship grants and related benefits for students and conduct
      fundraising programs. 3.   Conduct financial audits to maintain credibility; prepare bi-annual financial report to update
      sponsors/donors/benefactors. 4.   Provide impact reports showing how CDR-KSA Scholarship Program has changed lives to attract more
      sponsors/donors/benefactors. 5.   Recognize sponsors/donors/benefactors to encourage long-term support. 6.   Evaluate and improve the CDR-KSA Scholarship Program Guidelines and Procedures based on the performance trends and challenges. 7.   Encourage the CDR-KSA members to unceasingly support the CDR-KSA Scholarship Program and
      continuously implement the scholarship program of the new set of CDR-KSA officer in the future guided by
     the CRD-KSA Resolution No. 001- Scholarship and Financial Support for the Less Fortunate Students in the
     Philippines.
 

Article XVI. AMENDMENTS

Section 1. Amendment Procedure a.    CDR-KSA Scholarship Committee shall:         1. Conduct a review of the existing scholarship guidelines and procedure annually or as needed; Identify
        issues, gaps, or areas for improvement (e.g., eligibility criteria, selection process, rate and duration of the
        scholarship grants and/or financial assistance and other related matters).
        2. Propose amendment/s on specific guideline/s to be amended with justification for the change.
        3. Conduct discussions or meetings to refine the proposed amendment.
        4. Submit the final proposed amendment/s to the Final Approval Body for approval. b.   The CDR-KSA Scholarship Final Approval Body shall:
       1. Review and approve the submitted proposed amendment, ensuring that the proposed amendment is
       aligned with the mission, vision, goals and objectives of the CDR-KSA Scholarship Program
c.    CDR-KSA Regional Governor shall:
       1. Responsible for the overseeing related to the administration and implementation of the amended
       CDR-KSA Scholarship program guidelines and procedures ensuring that the amended scholarship
       guidelines and procedures are implemented effectively and with transparency. Section 2. Effective date of the implementation of the amendment/s. a. Amendments shall take effect in the next scholarship cycle.
